For San Miguel, Moore and Rodriguez on Nov. 4

The Chronicle recommends the election on Nov. 4 of three strong newcomers to seats on the Houston Independent School District Board of Trustees. Each will bring considerable experience and talent to the board as well as fresh ideas and a notable commitment to classroom learning.

We recommend Guadalupe San Miguel in District IV; Harvin Moore in District VII; and Joseph Rodriguez in District VIII.

In District VII, Harvin C. Moore IV, as he is listed on the ballot, is a longtime activist and reformer in the schools who says HISD needs continued reform and a renewed commitment to its "beliefs and visions." We can't be satisfied, he says.

Moore, head of finance and operations for a Houston aerospace company, has tutored in the East Harlem Tutorial Program in New York and in HISD schools through Communities in Schools. He is vice chairman of the KIPP Academy charter district school board and served as KIPP treasurer. He serves on the boards of Teach For America-Houston, the Houston Teachers' Institute, the Neuhaus Education Center and others.

Pre-school for all children, effective, research-based reading instruction, better teacher training, and high schools with smaller learning communities and increased parental involvement are among his priorities.

The District VII seat is now held by Jeff Shadwick, who is not seeking re-election.
